Welfare fraud is a topic that often receives media attention, but can sometimes feel distant from everyday life in a municipality. In reality, the issue is highly relevant, and for Boden it was important to strengthen internal knowledge. The result was a digital training that provides an overview, explains the municipality’s responsibilities, and shows how welfare fraud is connected to organised crime at the national level.
Working against welfare fraud is part of the municipality’s broader social mission. By preventing fraud and irregularities, resources can be directed to where they are needed most, while also maintaining trust in the welfare system. Knowledge and training thus become tools for both security and legal certainty.
A social mission
“Every Swedish crown that ends up in the wrong hands means fewer resources for schools, healthcare, and things that citizens in the most vulnerable positions depend on. By training our co-workers, we strengthen knowledge about how welfare fraud can be detected and prevented. It is both about protecting taxpayers' money and protecting trust in democracy and the welfare system,” says Jan-Olov Bäcklund, Municipality of Boden.
How the training was created
The work began in PowerPoint, but to enable sharing, follow-up, and better engagement, the municipality chose to build the training in InfoCaption. The InfoCaption format makes it possible to go beyond static images and text. Here, participants can access the material in different formats, for example, as text or audio, and the training includes elements such as knowledge tests, FAQs, and reflections that make learning more active.
The interactive structure also provides better oversight for those responsible for training. It is possible to track how employees progress through the content and identify where the message needs reinforcement. In this way, the training becomes not just an informational resource, but a tool for learning and follow-up.
Of benefit to many
The training demonstrates how a municipality can transform a simple presentation into a dynamic digital learning tool. It also shows how complex content can be made more accessible and relevant for employees in different roles. When more people share the same knowledge, a common understanding of challenges and solutions is created, strengthening the organisation’s ability to act as one.
Boden can inspire other municipalities. Presenting complex issues clearly and educationally makes coworkers feel safer in their daily work and contributes to a stronger and more resilient welfare system.
