Digital portal replaced 200 in-person fire safety training sessions
Räddningstjänsten Skaraborg
From 200 in-person training sessions a year to a digital portal that has trained 3,700 people in a year
Räddningstjänsten Skaraborg is responsible for fire safety training for municipal staff in eleven municipalities – a task that previously required around 200 in-person training sessions per year. Each session lasted two hours, but with travel across the association’s area it often took up a whole morning for the trainer. Bookings were handled continuously as they came in, which meant the planning never ended.
The model also had a built-in limit: 30 people per session. Units had to schedule the training on workplace meeting days to make up groups, and anyone who was off sick on the day had to wait until the next session – sometimes several months later.
"We had around 200 training sessions per year across our entire area", says Stina Persson, chief instructor at Räddningstjänsten Skaraborg.
After the pandemic, it became clear that the model was not sustainable in the long run. The solution was to move the theory part from the meeting room to a dedicated digital training portal.

A training portal built in-house, for 11 municipalities
Räddningstjänsten Skaraborg chose InfoCaption and built its own portal from scratch. The foundation is a fire safety course for all municipal staff, with more in-depth modules for professional groups such as healthcare, social care and schools – and the range has since been expanded to include home care providers as well.
All the content – films, images, text sections and knowledge tests – is produced in-house, in the association’s own graphic profile and based on its systematic fire safety work and its own inspection material. It is the association’s own knowledge, packaged on the association’s own terms.
Open or internal – with no technical barriers for the learner
The training is hosted in two portals: an open one on the website for the fire safety courses, and an internal one via the intranet. Most of it requires no login at all – a deliberate choice to remove every technical barrier between the employee and the training.
A hybrid model: theory online, practice where it makes the most difference
The model is hybrid rather than fully digital. The theory is delivered digitally, while practical training remains for the units that require it. The difference is that the practical part can now be kept shorter and focused where it actually makes the most difference – instead of filling an entire morning with elements that can just as easily be learned independently.

The result: 400 training hours saved and no cap of 30 places
The digital training has replaced the theory part of all the previous in-person sessions. Calculated at two hours per session, that amounts to around 400 training hours per year – considerably more if you include travel time and the continuous booking management that previously never ended.
Over the past year, the fire safety portal has had more than 5,000 views, and more than 3,700 people have completed the basic training. With no cap of 30 participants per session, and without anyone having to wait for the next session.
The association has also built in ongoing evaluation to capture opportunities for developing the training over time.
A journey that keeps growing
Stina Persson is clear that the transition required an effort at the start.
"It takes a bit of time to get started and create all the training, but now that it’s up and running, it looks after itself."
From being a lone producer, the association now has several employees who build and manage content in the platform. The portal is now also used internally, for part-time firefighters and more specialised training. In 2026, automatic user management was switched on, and the association has added ready-made courses in security awareness, GDPR and Microsoft 365 – knowledge needs that fall outside fire safety but can now be met in the same portal.
Kontextbaserat stöd direkt i systemet

Reaching more people – on their own terms
"We reach more people than before. Units can complete the training when it suits them and don’t have to tie it to workplace meeting days. If staff are off sick and miss a session, they can catch up whenever they like."
